Kazakhstan’s Power Grid Company plans to invest 470.9 million U.S. dollars (approximately 3.25 billion RMB) in the construction of a 500-kV high-voltage transmission project that will connect the northern, eastern, and southern power grids. The project aims to establish a modern grid infrastructure capable of providing uninterrupted power supply to multiple regions across Kazakhstan.

According to the introduction, this high-voltage transmission project will be completed in two phases: The first phase, with an investment of approximately 158.9 million U.S. dollars (about 1.1 billion RMB), involves constructing a high-voltage transmission line connecting Ekibastuz, Shulbinskaya, and Ust-Kamenogorsk, and is expected to be completed in 2017. The second phase will involve building a high-voltage transmission line connecting Shulbinskaya, Aktogai, Taldykorgan, and Almaty.

Bauyrzhan Sarsenov, head of power at Kazakhstan’s Ministry of Energy, stated that the construction of this high-voltage transmission project will enable the eastern region to secure a sufficient supply of electricity from the north, thereby reducing its reliance on imported electricity from Russia.

The Ministry of Energy of Kazakhstan stated, “Due to the rapid economic development in Kazakhstan, the existing transmission lines have become insufficient in capacity during peak hours. The primary objective of the first phase of this high-voltage transmission project is to build an independent power grid that is separate from Russia’s transmission infrastructure, thereby ensuring coverage of the power grid system in eastern Kazakhstan. The construction of the second phase aims to further enhance the country’s energy security. In addition, the 500 kVA Aktogai substation, which will also be put into operation as part of this project, will ensure uninterrupted power transmission to meet the needs of nearby mines.”

Currently, Kazakhstan Electric Grid Company is working on financing this high-voltage transmission project, but has not yet considered raising electricity prices to secure funding.
