The Notice outlines key priorities for post-disaster recovery and reconstruction as well as the restoration of agricultural production in various regions. The priorities for infrastructure recovery and reconstruction are as follows: (1) Critical infrastructure, primarily including power grids, highways, railways, civil aviation facilities, urban water supply and sewage treatment systems, telecommunications, radio and television facilities, educational institutions, and healthcare facilities. (2) Reconstruction of residential buildings damaged or collapsed due to the disaster. (3) Facilities required for preventing and controlling secondary disasters. (4) Other critical facilities necessary for post-disaster recovery and reconstruction in the respective regions. The priorities for restoring agricultural production are as follows: (1) Agricultural and forestry production facilities, primarily including vegetable greenhouses, vegetable seedling nurseries, livestock and poultry sheds, nurseries for superior varieties of fruit trees and tea plants, forest fire prevention facilities, and basic-level forestry institutions’ facilities related to water, electricity, roads, and communications. (2) Water conservancy and meteorological facilities. (3) Other measures supporting the restoration of agricultural production.
